Brunei's Lifesaving Program

Towards safer beaches and communities

Community expectations regarding water and beach safety have significantly risen in recent, partly due to increasing drowning incidents in several countries. This heightened expectation is also influenced by the success of drowning prevention programs in developed nations like Australia, which have shown that a structured, risk management-based approach can effectively reduce drowning fatalities and injuries.

The program aims to enhance water and beach-related health and safety in Brunei through effective risk management and community involvement. The program's objectives are to: -

  • raise awareness of water and beach safety among the local community and visitors to Brunei.

  • improve water beach safety using a risk management strategy.

  • ensure effective beach safety services at designated locations with well-trained, experienced and supervised lifeguards.

  • operate services in accordance with recognized international standards.

  • introduce lifesaving and ocean sports to promote skills and encourage healthy lifestyles.

  • implement a variety of educational and training programs in schools and local communities.

  • create a valuable community legacy for the people of Brunei and its visitors.

  • foster a spirit of community health, safety, and harmony in Brunei.

  • The International Life Saving Federation (ILS)) is the global authority for drowning prevention, lifesaving and lifesaving sport.

  • ILS leads, supports and collaborates with national and international organizations dedicated to drowning prevention, water safety, water rescue, lifesaving, lifeguarding and lifesaving sport.

  • Based in Belgium with 130 national life saving organizations.

Water Safety &
Swimming Education

This program educates participants on water safety and swimming skills to foster safe behaviors and build confidence around water.

Entry Requirements

  • Participants must be 12 years old and over

  • Swimming abilities are not compulsory.

General Information

  • The duration of the course is approximately 7.5 hours, consisting of pool and beach practical activities.

Learning Outcomes

  • safe entry and exit of pool

  • proper sculling and body orientation

  • proper movement in water and swimming strokes

  • proper survival swimming skills

  • correct underwater skills

  • correct rescue skills

  • knowledge on water safety

  • wave an arm to demonstrate a signal for assistance

  • identifying and handling rip currents and waves

  • identifying emergency numbers

Lifesaver Junior

A Junior Lifesaver is a person with the basic training required for the assistance in saving of life in the water.

The aim of this course is to provide participants with the knowledge of basic patrolling and beach awareness in order to be able to participate in life saving operations.

Entry Requirements

Participants must fulfill the following requirements:

  • 12 years old and over at the time of assessment.

  • Complete a 200-meter swim within a maximum of ten (10) minutes.

  • Swim 15 meters to reach a patient, dive 2 meters to retrieve an, release the object, and continue swimming to the patient, then carry the patient for a distance of 15 meters to simulate a rescue scenario.

  • Hold a first aid certification from a recognized institution.

General Information

  • 2 days with classroom (theory), pool session and assessment of competency through verbal and written examination.

Learning Outcomes

  • perform water-based skills in a pool environment

  • demonstrate the ability to swim underwater

  • demonstrate land-based skills. Demonstrate the use of land-based rescue simulation skills.

  • demonstrate combined rescue without equipment.

  • perform emergency response techniques including basic resuscitation and first aid techniques.

  • demonstrate emergency aid techniques basic first aid and resuscitation.

Lifesaver

A Lifesaver is an individual trained in essential skills for assisting with life-saving efforts in water. This course aims to equip participants with foundational knowledge in patrolling and beach awareness, enabling them to take part in lifesaving operations.

Entry Requirements

Participants must fulfill the following requirements:

  • 14 years old and over at the time of assessment.

  • Successfully complete a 300-meter swim within eight (8) minutes.

  • Swim 15 meters to reach a patient, dive 2 meters to retrieve an, release the object, and continue swimming to the patient, then carry the patient for a distance of 15 meters to simulate a rescue scenario.

  • Be able to dive and swim a minimum of 25 meters underwater without surfacing.

  • Hold a first aid certification with CPR and AED training from an accredited institution. Please provide the certificate.

General Information

  • 2 days with classroom (theory) and pool session training. Assessment of competency through written examination, oral questioning, observations and simulated rescue scenarios.

Lifeguard Pool

A pool lifeguard is someone assigned to maintain safety and safeguard lives at a swimming pool. This course is designed to equip participants with advanced knowledge of lifesaving skills tailored to pool settings.

Entry Requirements

Participants must fulfill the following requirements:

  • 18 years old and over at the time of assessment

  • Complete a 400 meter swim in less than eight (8) minutes

  • Swim 10m under water, retrieve three (3) objects placed 5m apart in the deepest end of the pool.

  • Hold a first aid certification with CPR and AED training from an accredited institution. Please provide the certificate.

General Information

  • 2 days with classroom (theory)

  • Assessment of competency through oral questioning, presentation of a written thesis about water lifesaving and oral defence of the thesis.

Learning Outcomes

​Candidates will be taught the following sections throughout this course:

  • Perform water-based fitness skills in a pool environment.

  • Demonstrate the ability to swim underwater

  • Demonstrate land based skills. Demonstrate the use of land based rescue simulation skills

  • Demonstrate combined rescue without equipment

  • Perform emergency response techniques including basic resuscitation and first aid techniques

  • Document medical knowledge about a range of conditions associated with rescues.

  • Choose and plan strategies to manage basic emergencies

  • Identify and describe issues related to the facility/workspace.

Lifeguard Instructor Pool

A Pool Lifeguard Instructor is responsible for teaching participants the specific requirements of the Pool Lifeguard Certificate. The aim of the course is to equip participants with the necessary skills and knowledge to conduct training programs for the Pool Lifeguard Certificate.

Entry Requirements

Participants must fulfill the following requirements:

  • 18 years old and over at the time of assessment

  • Valid and current member of the Beach Bunch

  • Possess a valid and current Pool Lifeguard Certificate

General Information

  • 2 days with classroom (theory)

  • Assessment of competency through oral questioning, presentation of a written thesis about water lifesaving and oral defence of the thesis.

Learning Outcomes

​Candidates will be taught the following sections throughout this course:

  • Knowledge of the methodology and didactics about water lifesaving education as per the accreditation guidelines

  • Demonstrate the delivery of a programme of instruction of anatomy, physiology and resuscitation of a person

  • Demonstrate the delivery of a programme of instruction of swimming and lifesaving techniques

  • Understand and explain the correct handling of resuscitation and lifesaving equipment

  • Demonstrate the delivery of a programme of instruction in the organisation of rescue operations.

Lifeguard Beach

A beach lifeguard is a person who is regularly assigned to protect lives and provide safety coverage in the sea. The aim of this course is to equip participants with the knowledge of basic patrolling and beach awareness to effectively participate in lifesaving operations.

Entry Requirements

Participants must fulfill the following requirements:

  • 18 years old and over at the time of assessment

  • Complete a 400 meter swim in less than eight (8) minutes

  • Complete a run-swim-run (run 200m, swim 200m and run 200m) in less than eight (8) minutes

  • Able to surface dive and swim 25m underwater

  • Hold a first aid certification with CPR and AED training from an accredited institution. Please provide the certificate.

General Information

  • 3 days with classroom (theory), pool session and open water training.

  • Assessment of competency through written examination, oral questioning, observations and simulated rescue scenarios.

Learning Outcomes

​Candidates will be taught the following sections throughout this course:

  • Perform water-based fitness skills in a pool and open water environment

  • Demonstrate the ability to swim underwater

  • Demonstrate land-based skills. Demonstrate the use of land-based rescue simulation skills

  • Demonstrate combined rescue without equipment

  • Demonstrate combined rescue techinique

  • Understand and explain the purpose and use of at least two (2) pieces of Beach Bunch approved lifesaving equipment items used in rescue.

  • Perform emergency response techniques including basic resuscitation and first aid techniques

  • select and plan strategies to manage basic emergencies

  • Identify and describe issues related to the facility/workplace

Lifeguard Instructor Beach

A Beach Lifeguard Instructor is the person instructing participants in the specific requirements of the Beach Lifeguard Certificate. The aim of the course is to provide participants with the skills and knowledge to deliver training programs of the Beach Lifeguard Certificate

Entry Requirements

Participants must fulfill the following requirements:

  • 18 years old and over at the time of assessment

  • a valid and current member of the Beach Bunch

  • possess a current and valid Beach Lifeguard Certificate

General Information

  • 2 days with classroom (theory)

  • Assessment of competency through oral questioning, presentation of a written thesis about water lifesaving and oral defense of the thesis.

Learning Outcomes

​Candidates will be taught the following sections throughout this course:

  • Knowledge of the methodology and didactics about water lifesaving education as per the accreditation guidelines
